I think I have figured out where Walter comes from. I think his mother was born Todmorden and his father in Heptonstall which would explain why they are not in my file. I have Burnley/Briercliffe/Barrowford Sutcliffe notes in my file.
This does need confirming as it is an assumption made from census returns and bmd indexes.
If this is the correct Walter, he isn't with his mum in 1901 though he is the correct age to be fighting in the Boer War which could explain his absence.
